平安時代中期[1]を舞台に、ほぼ同時期に朝廷に対する叛乱を起こした平将門・藤原純友の生き様を描いた。主人公の将門と、その従兄弟である平貞盛から愛されるものの、両者の戦いに巻き込まれて惨殺されてしまう薄幸の姫君・貴子を吉永小百合が演じた。『真田風雲録』で知られる劇作家・福田善之が脚本を執筆、ここでの将門は、まず民衆が存在して、公などはずっと後か@午夜dj 免费@らやって来たものだ、などと檄を飛ばすなど（こうした台詞は原作にはない）、反乱の歴史的位置付けを自ら意識した主人公である。
将門の勇敢さと真面目ぶり、貞盛の世渡り上手と気の弱さ、田原藤太の冷静沈着振り、純友の豪胆さと陰謀家ぶり等、人物の造形もわかりやすく、日活の清純派として名が通っていた吉永の演じる貴子が強姦殺害されるシーンも印象的だった。また、傀儡@叶问1粤语@や海賊、遊女、農民等々庶民階層の登場人物が活躍する点も注目される。
2013年現在、平安時代中期というこれまでで最も古い時代を扱った大河ドラマである[2]。原作は海音寺潮五郎の小説『平将門』『海と風と虹と』。歴代大河ドラマの中で全映像の現存が確認されている最古の作品でもある。このうち、本編の放送回の映像は長年現存しないと考えられていたが、2000年代半ばになって、全放送回の映像が収録された当時の2インチVTRが現存していることが確認された（総集編の映像の存在は早くから確認されておりVHSやDVDで商品化されていた）。発見された映像は、9ヶ月にも及ぶデジタルリマスター処理により修復された上で、全話収録の完全版DVDが2007年7月に発売されている。なお、全52回放送の作品で完全版DVDが発売されているのは本作のみであり、これは全作品で一般公開されている尺数としては最も長い。
初回放送時の最高視聴率は30.1%、平均視聴率は24.0%。
